It must be quoted from somewhere; perhaps Demosthenes 21.158, which generated scholiastic comment (though not precisely these glosses).
[2] Greek Anthology 5.251.3 (Irenaeus Referendarius), inaccurately quoted: kai\ polu\ kixli/zousa sobei=s eu)bo/struxon ai)/glhn. The translation here follows the original, as the Suda's version is untranslatable.
