[Meaning he/she/it] created enemies and outsiders. "He handed the men over to the crowds, so that after being rounded up with extreme violence they were received tied up."[1]
Like "One of the old men approached [...]."[2]

The headword -- aorist indicative active, third person singular, of
paraba/llw -- is capable of a wide range of meanings, two distinct ones of which are illustrated in the two quotations. The initial gloss does not seem to fit with either of the two usages illustrated, or even with attested usages of the verb on its own; something may be missing.
For other forms of the same verb see
pi 513 and
pi 514.
[1] An appoximation of
Polybius 38.17.2 (= Constantine Porphyrogenitus,
Excerpta de virtutibus 2.208). The original has "taken away" (
a)naxqh=nai) in place of the Suda's "received"
a)nadexqh=nai.
[2] Perhaps Symeon Metaphrastes, Adler conjectured. More specifically, as TLG searching shows, from the set-up line to a number of sayings of the desert fathers, e.g.
Apophthegmata patrum 4.9, 4.69, 4.70.
