On the face of it, a rare adjective cognate with phi 391. But note Kassel-Austin, PCG 7.362, citing W. Schmid's tentative connection of this entry with an Athenian inscription recording 'Philonikos' as a comic poet (C5/4 BCE) victorious at the Lenaia festival.
