As glossed here, it makes a certain sense. Note nevertheless that Kuster wondered whether the gloss o( xwlo/s should actually be o)/xlos, "mob/rabble". And if this is right, the present headword might be a mistake for kolosurto/s (see under kappa 1948). [Adler's apparatus has a rare typo here, giving koilosurto/s.]
