The word etheloproxenos is used (coined?) by Thucydides 3.70.3, and this is the glossing of the scholia there.
For the ordinary kind of proxenos see pi 2540, and OCD(4) s.v., p.1231 (correctly defining them -- contrary to the explanation given here -- as appointed by another city to function in their own).
