The gloss is presumably true either in the sense that this could be one of the ethnika for a citizen of Jerusalem after it became Ailia Capitolina (see alphaiota 177, and generally OCD(4) s.v. Jerusalem, pp.772-3) or else, simply, that 'Aelius' was a Roman nomen.
