The first element does, of itself, constitute a proverbial saying: so
Photius, explicitly, with a gloss very similar to the present one; also
Hesychius, who has such a gloss plus the extra comment that 'the metaphor [comes] from the potter's wheel'. So the Suda's 'wheel' is presumably a potter's wheel, but even if so, the second element of the present headword phrase (unparalleled elsewhere) is opaque.
