Aelian, but TLG searching raises two other possibilities. (a) C. Theodoridis in his
Photius edition (vol.II p.XVC) suggests
Procopius,
Secret History 16.17 (web address 1), where
a)peipw\n mhdeni\ fra/zein occurs. (b) The present translator independently suggests
Herodotus 3.153.1, where
a)pei/pas toi=s i)dou=si mhdeni\ fra/zein to\ gegono/s occurs (
Zopyrus enjoins silence upon those who had seen a mule giving birth to a foal: web address 2). Given
Procopius' well-recognised debt to
Herodotus -- see Averil Cameron,
Procopius (1985) index s.v. -- it might be that P.'s phrase here is an echo, probably unconscious, of H.'s.
