Translation: He is saying [this][1] about Kleomenes; as an Athenian general, besides the other bad things he did he feigned madness, knowing that he was hated by the citizens. Therefore he carried a staff when he went around, by means of which he warded off those who accosted him.[2]

Notes:
[1] An abridgement of
Aristophanes,
Frogs 715-17 (web address 1 below: the full version is "so that he may not on some occasion be stripped, when drunk, walking without a stick"), with scholion.
[2] Something has gone wrong here. At
kappa 1723 it is suggested that the "Kleomenes" in question was in the service of King
Ptolemy IV Philopator of Egypt (second half of C3 BCE); and no Athenian general of that name is attested. But in any case this whole
Frogs song (706-17) declares itself to be about a bath-attendant called Kleigenes.
