No such city is otherwise attested, and it is thus of unknown location. (Three similar names perhaps point to the Danube area, however: a river Alutus in Romania, a city of Moesia called Alutela/Arutela, and a 'Limes Transalutanus'. Alternatively there is a (H)alata at, probably, Spuz in former Yugoslavia.)
